"WinTop: Select windows to stay on top of desktop
WinTop is a free utility that lets you give any open window "on-top" status. When you start the program, you're presented with a complete, non-alphabetical list of all open windows and processes. Actually, the list is too complete. You might think you just have a handful of windows open on your desktop, but WinTop might report that over two dozen are active. This makes it difficult to find the window you want to put on top. However, once you find the desired program, you simply press a button to give it on-top status. Removing the topmost attribute is equally easy. WinTop also offers an option to update the list of open windows at a regular interval, measured in seconds."
